Back in 2007-8, when asked why they assigned AAA rating to sub prime Collaterised Debt Obligations, the ratings agency just shrug and say "we are MERELLY expressing an opinion...", absolving all blame on their misjudgment.
 
Now they downgrade Spain to 'one notch above junk'. hy should their 'opinion' matter?
